INCEPTION REPORT
The proposed methodology for the development of the Policy Framework and Action Plan on Climate Change Mitigation and Adaptation in the Digital Sector of Guinea-Bissau is designed to ensure an inclusive, evidence-based and participatory process. The approach combines the expertise of national and international consultants through a two-phase implementation model that promotes collaboration, technical alignment and continuous stakeholder engagement.
The framework development process prioritizes broad participation from government institutions, private sector actors, researchers, civil society organizations and local communities, ensuring that the policy reflects national realities and sectoral priorities. Particular emphasis is placed on participatory governance, knowledge-sharing and dialogue mechanisms to strengthen ownership and long-term sustainability.
The methodology integrates qualitative and quantitative research tools, including stakeholder consultations, interviews, focus groups and participatory workshops. These activities aim to identify policy gaps, climate vulnerabilities, institutional capacities and opportunities for integrating climate resilience into Guinea-Bissau’s digital transformation agenda.
Two major validation workshops — an inception workshop and a final validation workshop — will serve as strategic milestones for consultation, alignment and validation of recommendations. The methodology also recognizes that climate and digital transformation strategies require adaptive implementation mechanisms, allowing continuous monitoring, evaluation and refinement throughout execution.
The expected outcome is a practical and actionable policy framework, accompanied by a costed action plan, capable of supporting climate-resilient digital infrastructure, sustainable digital development and stronger institutional capacity within Guinea-Bissau’s evolving digital ecosystem.
